- Medicare sales runs on a stack, not one tool: a quote-and-enroll platform, agency management, dialers and call routing for the Annual Enrollment Period surge, and consent certification on leads.
- Below are the 10 that matter in 2026, ordered by where they sit in the workflow, not ranked best-to-worst. Many are free to contracted agents; three publish real pricing; the rest are quote-only.
- CMS already requires you to record every Medicare sales call and keep it for years. Almost nothing in the stack can prove that recording wasn't edited. One tool can.
The Medicare sales software stack is the set of tools an agent, FMO, or call center uses to quote, enroll, and service Medicare clients under some of the tightest marketing rules in insurance: a quote-and-enroll platform, an agency management system, dialers and inbound call routing to handle the Annual Enrollment Period surge, and consent certification on purchased leads. It exists because Medicare sales are both seasonal and heavily regulated. The entire year's business compresses into the AEP window (October 15 to December 7), and CMS requires third-party marketers, which includes agents, to record every sales and enrollment call in full and retain it for years, alongside a standardized disclosure agents must read on every call. The right stack lets an agent quote, enroll, and stay compliant at AEP speed.
There is one thing the stack is missing, and it is the one CMS cares about most.

The 10 tools, in workflow order
1. MedicareCENTER — the all-in-one quote, enroll, and CRM platform
MedicareCENTER is an all-in-one Medicare agent platform combining client CRM, multi-carrier plan comparison and quoting, and electronic enrollment for Medicare Advantage, Part D, and Med Supp, plus CMS-compliant call recording and an AI call assistant. Independent agents and the agencies contracted under Integrity use it as their daily hub for quoting, enrolling, and following up with clients. It is built and owned by Integrity Marketing Group.
If you want quoting, enrollment, and client management in one portal instead of three logins, this is the category leader most agents already live in.
Pricing: free to agents contracted or affiliated through Integrity (part of its technology suite).
2. Sunfire — the quoting and enrollment engine
Sunfire is a multi-carrier quoting and enrollment platform that lets agents compare, quote, and e-enroll clients across Medicare Advantage, Part D, Med Supp, and ancillary plans in one place, with needs assessment, e-signature, and CRM integrations. Call centers, FMOs, and individual agents use it as the enrollment rails behind their sales, and some carriers embed it directly.
If MedicareCENTER is the agency hub, Sunfire is the quote-and-enroll engine many shops standardize on, especially at call-center scale.
Pricing: typically free to the agent, subsidized through the FMO or carrier; enterprise licensing is quote-based.
3. Klariqo — a verifiable record of what was said on every call
Klariqo is the compliance layer for brands and call centers. Every call it runs comes back as a Klariqo Call Record (KCR): a signed record of exactly what was said, witnessed on JLINC and sealed with an independent RFC 3161 trusted timestamp (DigiCert), the standard behind legal e-signatures. Anyone can verify it without taking your word for it. Medicare is the vertical where this matters most: CMS already requires you to record every sales call and keep it for years. But a recording is only worth as much as your ability to prove it was not edited, and a raw audio file cannot. A KCR is the provable version of the recording you are already required to keep: signed the moment the call ends, timestamped by an independent authority, checkable by anyone. No other tool on this list produces it.
It runs on the dialer you already have (VICIdial and most SIP setups), and it also qualifies the call with AI before a human picks up. But the record is the reason it belongs on this list.
Pricing: from $0.02/min for the call record (KCR + 100% QA); voice AI $0.10–$0.15/min by volume. $5 in free credits to start.
4. Connecture — enterprise quoting and enrollment
Connecture's ConnectureDRX powers Medicare plan shopping, quoting, drug-cost comparison, and enrollment, and is embedded by health plans, FMOs, and large agencies to give consumers and agents a guided plan-selection and e-enrollment experience. It is most often bought at the carrier and enterprise level rather than by individual agents, and its drug-pricing engine is a big part of the draw.
If you are a plan or a large agency that needs shopping and enrollment built into your own experience, this is the enterprise end of the quoting category.
Pricing: custom / quote-based (enterprise; not publicly listed).
5. CSG Actuarial — the Med Supp quoting engine
CSG Actuarial provides the most widely used Medicare Supplement quoting and comparison tool (also covering MA, final expense, and ancillary), plus the actuarial rate data behind it. Agents and agencies use it to quote Med Supp quickly, and its engine powers the Med Supp quoting inside MedicareCENTER. It is an Integrity company, which is why it shows up embedded in that stack.
If Med Supp is a real part of your book, this is the quoting engine doing the work, often without you realizing which tool it is.
Pricing: not publicly listed; access is generally provided through Integrity or FMO affiliation.
6. AgencyBloc — agency management
AgencyBloc is an agency management system and CRM built for health, life, and senior-market insurance agencies, centralizing client and policy data, workflow automation, and, through add-on modules, commissions processing and quoting. Medicare-focused agencies and FMOs use it to manage books of business, reconcile commissions, and run retention, rather than to quote and enroll at the point of sale.
If your problem is the back office, not the quote, this is the category that keeps policies, commissions, and renewals straight.
Pricing: custom / quote-based (three AMS+ tiers; add-ons priced by volume).
7. Convoso — the outbound dialer
Convoso is a cloud dialer built for high-volume outbound sales and lead-gen teams, with predictive and power dialing, list management, local caller ID, and answering-machine detection. Medicare telesales call centers and lead-gen operations use it to maximize live contacts per agent-hour, especially during AEP.
If your enrollment depends on outbound volume, this is the layer that dials.
Pricing: custom / quote-based (per seat; aimed at teams of roughly 20+ agents).
8. Five9 — the cloud contact center
Five9 is an enterprise cloud contact-center platform providing omnichannel routing, outbound dialing, IVR, workforce management, and analytics. Larger Medicare call centers and BPOs use it as the full backbone for both inbound service and outbound sales, particularly when they need to staff up and scale down around AEP.
If you run a large floor with both inbound and outbound, this is the platform end of the dialer category.
Pricing: published — Digital $119 and Core $159 per seat/month (50-seat minimum); higher tiers quote-based.
9. Ringba — inbound call tracking and routing
Ringba is a call-tracking and real-time call-routing platform used heavily in pay-per-call Medicare lead generation. It tracks inbound calls, routes and auctions them to buyers through ring trees, records and transcribes, and reports on performance. Lead-gen agencies and buyers use it to attribute and monetize inbound Medicare calls, especially during the AEP spike.
If you buy or sell Medicare calls, this is the layer that routes and measures them.
Pricing: published — Business $147/month, Professional $297/month (less billed annually), Enterprise custom, plus per-minute usage.
10. TrustedForm — consent certification
TrustedForm is a consent-certification tool. It captures a certified, timestamped record of a consumer's opt-in at the point of lead submission, so buyers can verify and retain proof of consent for TCPA purposes. Medicare advertisers and lead buyers use it to document consent on the leads they buy before dialing. It is owned by ActiveProspect, which acquired Jornaya and Infutor in January 2026.
What it proves stops at the form, though. It says nothing about what was said once the call connected. (TrustedForm vs Jornaya vs KCR breaks that line down.)
Pricing: Certify is free; Retain and Verify start at $0.15 per certificate; self-serve accounts from $10/month.
How to read this stack
An agent quotes and enrolls (MedicareCENTER, Sunfire, Connecture, CSG), manages the book (AgencyBloc), and works the AEP volume by phone (Convoso, Five9, Ringba), on leads whose consent has been certified (TrustedForm). Every layer has a tool.
Here is the gap, and Medicare makes it sharper than any other vertical. CMS does not just suggest you record your sales calls; it requires it, and it requires you to keep them for years. But the recording sitting on your dialer is a raw audio file, and a raw audio file is not proof. Anyone can edit it, and in a dispute you are asking a regulator to take your word that it is the real, complete call. You are already doing the hard part, keeping the recording. Almost nothing in the stack turns it into something you can actually prove.
FAQ
What software do Medicare agents use? Most run a quote-and-enroll platform (MedicareCENTER, Sunfire, or Connecture), a Med Supp quoting engine (CSG Actuarial), an agency management system (AgencyBloc), a dialer or contact center (Convoso, Five9), inbound call routing (Ringba), and consent certification on leads (TrustedForm).
How much does Medicare sales software cost? Much of it is free to contracted agents (MedicareCENTER, Sunfire, CSG) because FMOs and carriers subsidize it. The tools that publish real pricing are Five9 ($119 to $159 per seat/month, 50-seat minimum), Ringba (Business $147/month, Professional $297/month), and TrustedForm (free Certify, Retain/Verify from $0.15 per certificate). Connecture, AgencyBloc, and Convoso quote privately.
Does CMS require recording Medicare sales calls? Yes. CMS requires third-party marketing organizations, which includes agents and brokers, to record Medicare Advantage and Part D marketing, sales, and enrollment calls in full and retain them for years. A raw recording is not provable, though; a Klariqo Call Record is signed and independently timestamped so you can prove it was not edited.
What is the difference between MedicareCENTER, Sunfire, and Connecture? All three quote and enroll. MedicareCENTER is Integrity's all-in-one CRM, quoting, and enrollment portal for agents; Sunfire is a quoting-and-enrollment engine used heavily by call centers and FMOs; Connecture is enterprise software carriers and large agencies embed into their own experience.
Do these tools prove what was said on the call? No. They quote, enroll, dial, route, or certify the form. None prove the content of the call itself, which is exactly what CMS requires you to keep on record. A Klariqo Call Record is the signed, independently verifiable version of that recording.
Prove the call, not just the form
Medicare has more required recording than almost any vertical, and more tools to run the sale. What it still lacks is a way to prove the one thing CMS actually asks you to keep: what was said on the call, in a form no one can accuse you of editing.
That is the gap a Klariqo Call Record closes: a signed, independently timestamped record of every call, verifiable by anyone, no account required. See what goes into one in What is a Klariqo Call Record, or, if you are the carrier or aggregator carrying the liability, how buyers write it into their vendor contracts.
